I'm hooked on OmniOutliner on my mac but can't find anything comparable for the PC? Also, is there a good OPML reader/editor for the PC that I can use to edit my OPML docs without messing up the format when I transfer it back to my mac??

Get a mac. Get Parallels (or Fusion).

Try Buzz (http://buzz.sourceforge.net) - it seems pretty good and can be used across Mac, Linux, Windows and even on the Palm OS.
