Pligg requires PHP 4.3.0 or higher, and uses MySQL.

Setting Pligg up for use was not difficult. Pretty standard process when I did this about 12 months ago. Pligg has been fairly active, and has mirrored a lot of the features Digg offeres, including the 'Live' feed, which is cool. Though touted as a CMS, it is fairly limited in its true content management capabilities. For example, everything goes in as a post. The admin has access to managing those posts, but outside of that, creating things like static pages, permission-based sections, etc. are fairly limited. It does have basic things like RSS feeds, content workflow so an admin can approve and publish, categories, 'email links', etc. Bottom line - it is decent if all you want is a digg clone with basic features.
