I have been using csseditor, and it is buggy on Europa Eclipse. What other editors exist that might be worth trying out?

Well, you can always use vim with syntax highlighting :) Once you set up your file associations, you should be able to fire up your favorite editor and get going. Not sure if Europa will pick up changes made by vim without doing a refresh. Eclipse is normally good about detecting changes made from the outside, and get you to reload the file, but not sure if it will set the dirty bit for your CVS/SVN integration.

I use Coda which is a stand-alone CSS editor. That works pretty well and you may want to try it if you are looking at good third party apps.

Try aptana. Its build on eclipse for building web2.0 apps!
