Its sad that they haven't open sourced Ning. I think it would be tremendously beneficial for both, Ning and the community and is the perfect platform for FOSS - software is already there and Ning has the "premium service" offering that helps them monetize users - Think Wordpress, Not Six Apart...

...Sorry - don't know an OSS app that does exactly what Ning does but Drupal will let you do that with some minimal customization

Actually I found one good open source software named AROUNDMe by www.barnraiser.com

It does exactly the same thing as Ning

Also, Do you have any examples of 'english' implementations of AROUNDMe?

Ning has open source code. All you have to do is ask from their developers. They will send you the source code but they don't take any guarantee that it will work the same way as ning does. Someone around me has got the ning source code from the developer of Ning only
