What is 99.99 Percent Uptime in the cloud?

This is about clearing a confusion. I always hear about 99.99% cloud uptime. What exactly is that? And why is it so that everybody talks about 99.99% uptime and not 100%? Sorry if this sounds naive, but can you please explain what this is all about?

    No you are wrong. You can get 100% uptime with Rackspace.

    And as for the 99.99% uptime, take it more in a figurative sense!
