Um problema subjacente é que a maioria das empresas chinesas, gastam anualmente, menos de 1 por cento da sua receita em tecnologia de informação. Inúmeras delas não têm conexões com a internet e, muitas vezes, nem capacidade técnica para avançar, nem mesmo tem computadores. Outro problema, é que não há bons softwares escritos em chinês disponíveis nem suporte para computadores domésticos. Outro grande problema é que a China não possui garantias legais de proteção às empresas, com esse problema e constituindo o ponto crítico para a expansão do e-commerce estão as barreiras legais e culturais ao pagamento pela internet.A administração, a organização e a tecnologia teriam que usar mais a internet com capacidade técnica para avançar, treinando seus funcionários e clientes para aprender a usar a internet, criar bons softwares escritos em chinês com suporte para computadores domésticos, possuir garantias legais de proteção às empresas para os clientes comprarem sem receio pela internet.
