Throughout those centuries, there was a struggle over who would rule Europe. The rulers Louis XIV and Peter the Great wanted to expand institutions like England's parliament. The form of government that was most effective was the democratic parliamentary system during the 17th and 18th centuries. The government that would be the best for society would be if everyone was protected by the laws (D.6).
