After the war of 1812, Henry Clay, John C. Calhoun, and John Quincy Adams had created a plan that would help satisfy all the major internal problems the country had at the time. They were all part of the whig party that existed at that time . The founders created this as a new type of Federalism that would be more successful then the first. This plan would help to recharter the National Bank for our economy, A high tariff that would help American Industries and revenue for the Federal Government, and plans for new roads and canals. These along with other internal improvements would be paid for by the new tariffs. “remains one of the most historically significant examples of a government-sponsored program to harmonize and balance the nation's agriculture, commerce, and industry”.
Henry Clay was the center of this system, and he had been into politics his whole life before and after this. He was born in Kentucky on April 12th, 1777, and first became a senator when he was 29 years old even though he technically wasn't old enough. Then in 1811 he went to the house of representatives, and there he served as the speaker for ten years. While in the house is when he devised The American System. Under the presidency of John Quincy Adams he served as Secretary of State, but after Adams lost the election of 1828 Clay returned back to the senate.
