I think that Trump is only saying these things to appeal to the people who support him, which are people like the alt-right and white supremacists. Trump and his supporters want people to stop trying to change their history and culture. They feel like liberals are altering their culture by doing things like taking down monuments.
In all, it is obvious that Trump wanted to preserve the culture of the white people back then and doesn't approve of monuments being taken down. In these statements, he is defending the monuments in the way an alt-right would.
